I don’t think that Japanese government should regulate the use of facial recognition technology.
This is because it makes our society far safer. As Ai Ahi Yu points out in his 2018 article, one of its major advantages is in combatting crime. Thanks to the technology, police can easily find suspects. Also, it works as a deterrent for crimes. However, some people might argue that it has some safety problems. As U. C. Mee indicates in his 2019 article, governments may use the facial images to arrest or imprison peaceful demonstrators. This is true in some totalitarian countries. In fact, in China, if people protest against the government, the authority immediately identifies the protesters using facial recognition technology and arrests, jails and tortures them. However, I don’t think this kind of thing happens in Japan. Japan is a democratic country and if the Japanese government misuses the facial recognition technology, we can protest against the related politicians through elections.
In conclusion, in democratic countries like Japan, facial recognition technology isn’t a serious threat to the society. The pros outweigh the cons. Hence, the Japanese government doesn’t have to regulate the use of facial recognition technology. I don’t mean it is perfect. There may be some serious problems regarding it in the future. Therefore, engineers have the obligation to continue to improve the technology.

【講評】(難易度は平年の慶應経済対比)
読解問題が平年より易しめで、全体として易化したと言える。

Ⅰはやや易の長文読解問題。

Ⅱはやや易の長文読解問題。
12 は、この文章が書かれたのが2021年だと勘違いしてしまうとひっかかる。本質的ではない引っ掛けので、あまりいい問題ではないかもしれない。

Ⅲはやや易の長文読解問題。

Ⅳは標準的な和文英訳問題。日本語を字面通りに英訳するのは難しく、工夫が必要。

Ⅴはやや難の自由英作文。長文の内容を引用することがあることから、Ⅴの問題を頭に入れた上で、Ⅰ, Ⅱ, Ⅲを読んだ方が得策。長文の内容を引用した上で、自分の見解と異なる意見にも言及する必要があり、付け焼刃ではまったく歯が立たない。
