I think that the Japanese government should reduce funding for the Arts.
It is true that the Arts are precious. In fact, in her 2018 article “The Arts: Why State Funding is Critical,” Sue Portagig argues that the Arts need the grant from the government because the Arts and culture enrich public life. However, the importance of the Arts doesn’t mean the government should fund the Arts. The government should invest in crucial fields. Actually, in today’s Japan, there are more crucial fields to invest in than the Arts. For example, the population decline, the aging society, and global warming are the really urgent problems to address. Hence, currently, the Japanese government should focus more on these fields than on the Arts.
Also, as Y. Bothur pointed in his article, in many countries, private support for the arts and culture is sufficient. Considering this situation, the government doesn’t have to increase funding for the Arts.
For now, the Japanese government should decrease funding for the Arts. However, after the Japanese government has resolved urgent problems, it should fund the Arts if necessary. Whether the government funds the Arts, they are precious at any time.

Ⅰは標準的な長文読解問題。

Ⅱはやや難の長文読解問題。

Ⅲは標準的な長文読解問題。
(31) は空欄直前の fair を「公平な」の意味で取ると、どの選択肢も合わない。よって、「かなりの」の意味の fair だと判断する必要がある。この fair は、TOEIC®TEST で頻出のため、TOEIC®TEST の勉強をしたことがある人はピンときたかも、

Ⅳは標準的な和文英訳問題。日本語を字面通りに英訳するのは難しく、工夫が必要。
S1 の「ウソでしょ!」の発言が、部長の発言が「ウソでしょ!」であるとも、R1 の発言が「ウソでしょ!」であるとも取れる。解答例では、R1 の発言が「ウソでしょ!」であるとの立場で書いた。

Ⅴはやや難の自由英作文。長文の内容を引用することがあることから、Ⅴの問題を頭に入れた上で、Ⅰ, Ⅱ, Ⅲを読んだ方が得策。長文の内容を引用した上で、自分の見解と異なる意見にも言及する必要があり、付け焼刃ではまったく歯が立たない。
